I thought about it, and I'm With Kathy and the 32 users Who voted with should not be capitalized:

The title is Cloudy with a Chance of Meatballs on IMDb.

The post you are referring to is from 2014 - Ken has since clarified the matter with the Capitalization tool so the matter is settled as far as contributions are concerned.

Personally, my position hasn't changed so I keep the title field locked so that I have the "correct" capitalization locally.

I was an English teacher and I say "Cloudy with a Chance of Meatballs" is the correct spelling. Prepositions should not be capitalized unless they are the first word in the title: Of Mice and Men.

As I pointed out, the rules do not call for proper capitalization...unless it is a non-English title.

So why should English be any different from any other language?

You do realize that the post you are quoting is three years old, right?  To answer your question, I don't know, you'll have to ask Ken.
No dictator, no invader can hold an imprisoned population by force of arms forever.
There is no greater power in the universe than the need for freedom.
Against this power, governments and tyrants and armies cannot stand.
The Centauri learned this lesson once.
We will teach it to them again.
Though it take a thousand years, we will be free.

Yes, but even three years later this is still a relevant discussion.

It seems to me to be sort of a pointless discussion.  What do you think it will accomplish?
