Open Internet Explorer, and select Tools->Internet Options->Connections->LAN Settings.
Uncheck Use a proxy server for your LAN.
Select OK, then OK again to save your change, then try your download again.
Also, check to ensure Internet Explorer can still access the Internet. If you experience issues with Internet Explorer's Internet access, undo this change.
