I just tried to upload the first german BTTF boxset with correct disc-ids for the initial release with the wrong framed discs, but the profile is locked with the disk-ids of the reframed discs.

Why is that profile locked with wrong data?

Because the online locking system is far from perfect. It takes six users with wrong data to lock a field with no possibility to unlock it (except for begging the anonymous lockers or Ken).

FWIW I don't think Disc-IDs should ever be locked as you can have multiple IDs for a single release but I do think RHo (and others) are a bit hard on the Lock system
It is dangerous to be right in matters where established men are wrong
