Go to options --> online --> choose: Use alternate internet connection method.
Maybe this will help, especially if you have configured a proxy server.

I no genius with what people are thinking, but someone who puts their entire posts in CAPITAL LETTERS probably does not have a proxy server -- at least not one they set up

you could enter the proxy details of the provider here or try alternate connections option found under
menu tools > options > online
