As a gift I received a Frank Sinatra concert DVD that isn't in the system.  I constructed the profile and when I went to submit it, I got the following error message:

"Please check that the UPC and locality are correct. These can be changed via DVD->Change UPC."

It was bought in the US, and the UPC is correct (as you can see from the image below - image is from Amazon), so what is the issue?

I reckon the issue is that this is a 13-digit UPC, which makes it an EAN: European Article Number.

What's more: the rating as seen on the back cover, E - Exempt from Classification, is a UK rating.

Conclusion: this is in fact a UK release and you should submit it as such by changing the locality to UK first.

Good luck!

It's an "import" release with a 13-digit European EAN/UPC, so that's the problem right there.

Eagle Vision/Universal often does this, along with many other music labels. You can often easily find these "imports" sold at US retailers, but the labels don't change them to the typical US 12-digit UPC code:

Thank you!  Mine has a slightly different cover, and doesn't have the UK rating (or I would have known) but I can't find that exact image on the internet.  I'll go ahead and submit for UK.

Yes. That looks like a UK barcode. Exempt is a UK Rating.

DVD Profiler used to support longer bar codes, but that was changed some years ago.

On a related note, there are some 'Adult' titles which were filmed and made in the US, but have a 13 digit UPC#.
On the back cover it says something like "It is forbidden to own or sell it in the USA".

So what to do in this case?

871 = GS1 Netherlands

Not ideal, but the one title I have that uses a 13 digit bar code I added via disk ID.

You're welcome.
Other clues that this is a UK release are that the back cover you posted says "Made in the EU" (won't be true much longer...  ) and that it mentions Eagle Rock Entertainment Ltd., with the Ltd. bit indicating that it is a firm under British law.

I'd add them with the (correct?) location: Netherlands.

Agree.  This sounds like an Netherlands release regardless as to where it may have been filmed.

Mine actually has a slightly different cover, but I couldn't find a copy of that one on the internet.  It's a DVD in a HD Slim case, for whatever reason they're doing that now.  Mine has the Eagle Rock Entertainment Ltd, but says Made in the USA in really tiny print.  It also has no rating on the cover that I have.

Got accepted as a UK release, so it all worked.
