Well there is this movie/documentary that is reportedly just one long shot wandering through all the rooms of the Hermitage palace in St Petersburg. Don't have it myself and do not remember the title, but you see, there is always a movie to cater for specialist needs...    

Not sure though whether you can call it an 'action' movie

Not to mention Andy Warhol's [in]famous film Empire.  It consists of eight hours and five minutes of continuous slow motion footage of the Empire State Building. Not an action movie...
