I'm in the process of doing a full audit of 'The Cannonball Run' (Norwegian release UPC: 7090001711152).

The CoO of the existing profile says USA, but when going through the credits, the Production and Distribution companies are as follows;

Golden Harvest
Star TV Filmed Entertainment
Media Asia Distribution

All these are (as far as I can tell) Hong Kong companies, and shouldn't the CoO for this film be Hong Kong then?

I know that 'The Cannonball Run' is full of American actors and Crew members, and filmed in USA, but I cannot find any evidence that it has been produced by any American companies...

20th Century Fox was the US theatrical distributor, and Media Asia the worldwide distributor.

It was released in the US first, and Albert S Ruddy is a Canadian-born American producer so it's probably fair to say the CoO is the US.

Since I don't own this title I have to go with the information posted here and on the internet.

Albert S. Ruddy sounds more like a Producer than the Production company.

According to third party sources Golden Harvest is the Production company.

This is an Independent Film and the Production Company is Golden Harvest Entertainment Company (as Golden Harvest Films Ltd). They are a Hong Kong company. Their website is here.
