Based upon the character as written on screen. It is of no interest, where the character initially apeared.
Complete list of Common Names  •  A good point for starting with Headshots (and v11.1)

The 'from the novel by' bit means it's OMB.

From the credit chart for OCB:
Quote:
Used for screenplays based on characters from another work, credit the author of the characters here.

The credit states, based upon the character, which matches the language in the rules.  It is, clearly, OCB.
No dictator, no invader can hold an imprisoned population by force of arms forever.
There is no greater power in the universe than the need for freedom.
Against this power, governments and tyrants and armies cannot stand.
The Centauri learned this lesson once.
We will teach it to them again.
Though it take a thousand years, we will be free.
- Citizen G'Kar

It clearly states based on the character from, not based on the novel by.  OCB

Definitely OCB.  If it has said based on the novel, then yes, OMB.  But it doesn't - it says based on a character from the novel - so clearly OCB.
