You can make "Ç" by pressing ' and shift + c

on an US-international keyboard.

Couldn't you as well type altGr-shift-< on an US-international keyboard?
My point is that if the French language would have a capital ç, the French keyboard would probably also feature a capital ç, but it doesn't. And as far as I know ' is not a dead key on the French keyboard either. So the French users can only enter a capital ç by entering the ASCII code while holding down the alt key. Not very convenient if the capital ç would be part of their language.

I still like to know when the capital ç is used if not in the French language.
