Regardless if the credits for this documentary feature should be entered or not, I would not add an actor only visible in archive footage or deleted scenes. Otherwise we get to the infamous Hitler situation.

Looked up Empire of Dreams on IMDB and according to their release date info it aired on tv first.

What else than my opinion can I express in this forum? Of course my opinion is based among other things on my experience with profiler, the rules, and this forum.

I agree with RHo and believe the rules support that point of view.  The rules say:

For any film with standard credits, take the actor information from the end credits only, with names and roles listed exactly as they are in the credits and in exactly the same order credited.

Note it says, "names and roles".  'Himself/herself' is not the actor's name.
No dictator, no invader can hold an imprisoned population by force of arms forever.
There is no greater power in the universe than the need for freedom.
Against this power, governments and tyrants and armies cannot stand.
The Centauri learned this lesson once.
We will teach it to them again.

The credits show Himself as Jabba the Hutt and not the other way around.
